In April 1981, it began under name of Dalma Public Library. This library associated with the Ministry of Culture and Knowledge Development. A group of valuable books were donated and it opened its doors to people of Dalma Island. Its activities were restricted only to that of a public library until 2009, when the library began to take an interest in competitions and cultural programs. In 2010, a decision to establish Dalma Cultural Center was issued.
